The Canton Township Board of Supervisors held its February meeting with Chairman Gary Ferguson and Supervisors Jasper Smith and Mark McMurray. Others present included Tax Collector Michelle Deeghan, Road Foreman Bob Petrowski and employee Jason Jackson, and Emergency Management Director J. Scott May.
A representative from the US Census made a presentation on the importance of completing Census forms. She also reminded the Supervisors that peoeple may apply for jobs as Census takers, to follow up on those households that do not return their Census form by mail. Applicants must take a test, pass a background check, and complete an interview and undergo training. Those hired will be paid between $10 and $13 plus 50¢ per mile. She left information and practice tests with the Supervisors, and these may be picked up by interested residents.
Mr. May discussed the Emergency Declaration for the January flood and reminded the Supervisors to compile a list of storm damages and the costs of restoration. Mr. Petrowski said that his preliminary accounting sets the damage and costs of repair at $46,654, not including fuel costs. The damage has been photographed and is broken down by road. The totals will be submitted to the county for possible reimbursement by the federal government.
Mr. May also discussed the 911 readdressing and asked the Supervisors to request that residents put up signs with their new addresses. The signs should have letters a minimum of four inches high and should be clearly visible from across the opposite side of the road. He said that the numbers could be purchased at Baldwin's Hardware or Bradco Supply.
Barr Shriver from Talisman Energy, Inc., formerly Fortuna Energy, reported on his company's name change and other developments. The company's headquarters has been shifted from Horseheads to Pittsburgh. He mentioned that the company will be redoubling its environmental protection practices in light of fines at the Cases Well in Troy Township for a discharge of flow-back fluid into a tributary of Sugar Creek.
Mr. Shriver said that nine rigs are presently in operation and construction work on the Ferguson well is to begin this week.
Word was received from the County Commissioners that inmate labor can be arranged for interested municipalities.
The Supervisors reported that Solicitor Harold Caldwell has sent a letter requesting clean-up of the Nelson property in Grover within 30 days.
The Supervisors approved a resolution adopting the Bradford County Hazard Mitigation Plan.
Also approved was a resolution setting the cost of driveway permits at $25 for residences and commercial permits at $70.
The township was billed $347.13 for workers compensation for Western Alliance Emergency Services.
Ten highway cones on Upper Mountain road were destroyed by vandals, perhaps using a ball bat.
A new battery charger was acquired for use by the Road Crew.
Mr. Petrowski asked that the public show patience with the Township crew in repairing storm damage, washouts and typical end-of-the-season damage. "There has been a lot of rain," he said, "and there will be water seepage in many places. We will do our best to handle the problems as quickly as possible, and will try to do the worst spots first. Please be patient."
